Error bptm (pid=1772) error requesting media, TpErrno = Request termin

We are trying to add a VTL to our Storage solutions. We have NetBackup 6.0 MP4 installed on HPUX 11.11. We have everything set up and it looks like everything should work but we keep getting the following error:
"09/14/2008 00:36:22 - Error bptm (pid=1772) error requesting media, TpErrno = Request terminated because mount requests are disabled
09/14/2008 00:36:23 - Warning bptm (pid=1772) media id V00025 load operation reported an error
09/14/2008 00:36:24 - current media V00025 complete, requesting next media Any
09/14/2008 01:07:34 - end writing
error requesting media (tpreq) (98)"

Does anyone have any idea's, as to what we forgot?
The robot is full of media so it is not because there are not enough tapes.

I know this VTL works because we have tested it before, but the vendor who wants us to buy it, does not have an installation technician that understands NetBackup anymore.

For those who could not figure this out. It turned out to be our inventory keeps corrupting. We have to keep doing an Inventory comparison to get the storage unit to see the virtual library.
The same now happens on the physical tape library as well.
This has only been a problem since we started testing an EMC Virtual Tape Library.

Again, Is there anything anyone can think of as to why we have to keep re-inventorying our libraries?
