Error adding MSTR server on web admin page

I am trying to configure the MSTR Web by adding an Intelligence server.
When I try to mention the server name and click on ADD, it gives me an error
"M8DSDML.dll not registered properly. Please contact administrator". I do not see the new IS added.
The same Win2K server has both the MSTR Intelligence server and the IIS Web Server. AM using MSTR 7.2.2
I tried uninstalling the MSTR Web component and then installing again. But of no use.
Does anybody know what this error is? Is there a known bug of this sort in any version? How to resolve this error?

There is one tech note on the MSTR knowledge base that believes this issue to occur due to the heap size on the machine if the administrator changes the HeapMinSize parameter to a higher value than the HeapMaxSize value, the error message appears

Go to the registry key:
HKEY_LOCAL_MACHINE\Software\MicroStrategy\JNI Bridge\Configuration\JVM Options\HeapMaxSize


Change the value of the HeapMaxSize setting using the following format:
xxxM (for Megabytes)


OR
xxxK (for Kilobytes)


For example:
10M = 10 Megabytes
700K = 700 Kilobytes

NOTE: The type of this registry value is String and the value has to be the concatenation of integer number with the character 'M' or 'K', case insensitive. ('M' means Megabyte and 'K' means Kilobyte).

Shut down the process that is hosting the JVM for this change to take effect. For example, if using MicroStrategy Web, it is necessary to shut down the web server, ensuring that the process hosting the web application is no longer running. Note that depending on how the web application is configured in the IIS administration console, simply stopping the World Wide Web Publishing Service may not be enough. For example, if the application is configured to run in the IIS process, users should stop the IIS Admin Service to make sure that the inetinfo.exe process terminates. To ensure this change takes effect, stop the IIS Admin Service as well as the Verify using the Task Manager that inetinfo and dllhost processes have been terminated.
