Error 720 in XP Pro.

I am trying to use Dial-up networking in XP Pro. and get error 720 "A connection to the remote computer could not be established."

I've tried to re-create the adapter, but the message still appears after authentication.

The ISP says they don't see me dialing in.
The computer manufacturing says the modem is working the way it should

I just can't get this the work?
Any ideas?

I tried everything - there is another thread further in asking the same question. A helpful person respended with a select of ISP help options - none worked.

I ended up reinstalling the OS under instruction. and now all is well (at least with respect to dial up.
