Error 1321. Windows Installer has insufficient privileges to modify th

I am trying to install sygate firewall pro when i get this message Error 1321. Windows Installer has insufficient privileges to modify this file: C:\WINDOWS\system32\FwsVpn.dll.And it wont let me continue on with installing it. I am using winxp home and i have panda antivirus installed. any help on this would sure be appreciated

Are you installing it as an Administrator User?

Yes I am installing it as a administrator SO I don't know what the problem could be another bug in windows.
