I have encountered this error while trying to log into windows xp:
"A problem is preventing windows from accurately checking license for this computer. Error Code: 0x800700b6"
Problem Description:
This may occur if Service Pack 1 has been removed from the computer either through System Restore or by reinstalling Windows XP into the same directory. You may see a page that states that the Web page has an unexpected error or cannot display the page that was requested.
Resolutions:
The value for the CSDVersion in HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Windows
needs to be changed to 0. If you are comfortable editing the registry, follow the instructions below.
1. Click "Start," and then click "Run."
2. In the Open box type regedit and click "OK."
3. Browse in the left frame to: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Windows
4. In the right frame you will see the key CSDVersion. Double click this key.
5. Change the value to 0 and click "OK."
6. Restart the computer.
This fix is confirmed working for at least 1 other person.

thanks for the recommendations,
however problem still surface..
My system is not a dell system, and the registering of the dlls don't work either..
Did a spyware scan also...
Now awaiting for results of the virus scan...
1. In the registry, go to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\
Windows NT\CurrentVersion\WPAEvents
Highlight it and File - Export (as a precaution) then
in the right pane double click OOBETimer and very carefully change just
the first byte (to say 00)
2. Copy the two files windows\system32\wpa.dbl and wpa.bak to a
different folder, and delete them
3. Get on the internet
4. Go to
Start - All Programs - Accessories - System Tools - Activate Windows
and use Activate on the internet now.

Check your Event Viewer to see if there are any further clues about this error. See if there is any problems with the Services "Cryptographic Services" or "Background Intelligent Transfer Service".
