Error 0/000 on file: Temp - *ByteSteam* 1

One of my users just got a new PC. He goes to the PC/RFQ Module. He then tries to run any report under the report section and gets the message "Error 0/000 on file: Temp - *ByteSteam*"

To me that sounds like it's trying to read some data into a bytestream but there's nothing there. Any idea what's going on? He's the only user having this problem.
 
You would want to lookup exact knowledge base article 16.850.267. About 6 things you have to look for.
 
I ended up making the user an admin, reinstalling as the user, then demoting him and it fixed the problem. Thanks for the refernce. I skimmed it and saw it was for progression. That kind of makes sense to me because this company was one of the first five to move from progression to ES and I believe that is the root of most of our problems.
