ePO 3.0.1 Installation error 1

I am installing ePO on a Windows 2000 Server with sp3, I have received an error when the services attempt to start. "Could not start the McAfee ePolicy Orchestrator 3.0.1 Event Parser service on Local Computer. The service did not return an error. This could be an internal Windows error or an internal service error. If the problem persists, contact your system administrator." I am using a domain account with admin rights to start the service. I am logged into the server with this account. Also I am able to start other services with this same account? Is there anything known that can conflict with the parser service? or any other known reasons why this would not work, the nai support site hasn't been much help.
