Enterprise Manager? 2

I've just installed Oracle 11g on a test server.
Enterprise Manager doesn't seem to have installed.
I've googled this, and have found answers all over the board - that it should have installed with the rest of 11g, that it needs to be installed seperately...
Can someone help me out?

What error(s) do you get?
Have you started it? ($OH/bin/emctl start dbconsole)

I recently installed oracle 11g on a test server too. (We're currently running 9.2) and noticed the same thing. Found out that there is no Enterprise Manager as I know it. It is a browser-based thing they call Enterprise Manager, but it doesn't look anything like what I'm used to. Enterprise Manager 10g seems to work on the 11 database for what I'm needing to see. Also, SQL Developer kind of resembles the old EM.
 

Since 10g the EM is web based.
SQL Developer has been enhanced.

I also have just installed the 11g client on my windows 7 desktop/laptop and yeah Oracle Enterprise Manager is not there. Can someone tell me what to do as this was an excellent application?
