Enterprise Activation incomplete

I have upgraded my BES to allow use of Blackberry 8800 handset. I have provisioned the handset and e-mail can be sent and received, the calendar has synchronised but the contacts and memo pad have not. I have tried changing the IT policy setting for PIM sync but to no avail. Can anyone please give me any pointers?
 
BES is 4.1.2. Server is Win 2k with Exchange 2k.
 
One further bit of information:

The handset, under Enterprise Activation, say 0%.
 
I've had similar issues. Rebooting the devices (actually taking the battery out) 3 or 4 times will sometimes clear this up.

Have you tried setting a password for the accounts? Try that and go to one handheld and see if you can complete the activation that way. I have ~70 in my location and occassionally I have to just do it manually.
 
Set a password to try to Activate manually. Password went to device and it locked correctly. Unlocked, went to Options and Enterprise Activation, entered e-mail address and password, got a message saying there was an error and to contact System Admin.

Have also upgraded to 4.1.3 on a recommendation from another forum.

On checking the logs,in the MAGT log there is a ConstructPIMFoler error relating to memos.
 
Sorry, forgot to say, Activation was (before manual attempt) stuck at 59%.
 
If the enterprise activation is stuck at 59% it would try to disable Cache Exchange Mode to see if that helps, if you're using Exchange. I would also check the service books, Desktop CMIME or Desktop CICAL and make sure that the field for UID shows the BES SRP ID and not the user's email address.
