Encryption Initialization Failed

Moving a RES 3700 5.5.7 to a new PC. Database is loaded, Control Panel goes to FOH. Try to start OPS, receive the error "Encryption Initialization Failed".

The error is on the server, or on workstations, or both?

In either case, search the entire hard drive for mdshosts.xml. There shall be only one mdshosts.xml, and it shall be in micros\common\etc\ folder.

Hosts.xml and Mdshost.xml have both been deleted and recreated, to no avail.
