Encoding isn't recognized

I have a page that is defined as

charset=windows-1251
(it means Cyrillic-Windows). It comes properly on my ISP's site (which is Apache), on my IIS server, even if I open a file in the browser. However, the encoding isn't recognized in my Apache 2.0 test server - it is served as Western European and I get gibberish. I looked through all directives and I can't find anything applicable... Any ideas?

I have a directive that says

AddCharset WINDOWS-1251 .cp-1251   .win-1251

I also have another directive
Code:
LanguagePriority en ru
... (other languages)

I am sure I am missing something else, though!
