Enable context menu options in Windows 2003

We have been building customized taskpad views of our customers OUs that allows them to reset their user’s passwords. To secure the rest of the AD from customers searching for user in Windows 2000 we would uncheck the enable context menus under options when preparing to lock down to user mode limited access single window.
When using this same console on a Windows 2003 Server the user is able to right click and access the context menus. I tried creating the task pad on a 2003 DC but the “Enable context menus on taskpads in this console” does not appear to be an option. We don’t want the users to be able access context menus.
 
Better use real (not shell) security!
Use subinacl (a tool from Microsoft) to customize access to SAM objects.
 
Thank you for your reply. Not sure how to use that tool. Please explain in details.
