I've set up my 911 and 9911 in my ARS table in a Mitel SX-200 AX ICP. However, when testing them they do not ring or alarm on the console. I need them to ring on the console. I'd be grateful if someone could point me in the right direction.

The digits simply need to be dialled on the trunk, they do not need to be valid destination on the trunk (as would have been the case in the loopback scenario I suggested)

At least one mystery is solved. You know the alarm will go off.

Now you need a trunk that will accept the digits as valid.

My tech onsite has a CO connected to the system. When he dials 9911 from a phone, he's getting a CO message: the number you've dialed is invalid. Please hang up and try your call again. So it's passing the number, but it's like more digits are being inserted on the dial string.
 
I solved my problem. Thank you to all who helped by providing advice and feedback.
