Embedded Vmail Not Working

I have an new IP 500 Control Unit with the embedded voicemail card. When I hit the voicemai access button I programmed on the 4412D phone the display says IMCOMPATIBLE Disc with a constant DTMF tone. I went to System Status and it says congestion count 20 going up 1 every time I try to access it. I know my short code is correct and I have powered the unit off and reseated the card still no luck.

SSA under system hardware summary shows Compact Flash 512M but under Voicemail is says Voicemail type: none (should say embedded)
Total Number of Voicemail Ports: 0 (should be 4)
 
Is there a 000310001.clp file on the card ?
If not then you have send it for repair !

Where do you look for the file at?
The card has been upgraded and I couldnt access it even before I upgraded it. I even tried a different card with the same result.

The cards are directly from Avaya and yes it's set for embedded in the system tab.
For the purpose of saving time I used a config from an identical system, yes I changed the license and made a few minor adjustments to some extensions and then uploaded to the new IP500. Everything works except the voicemail and before someone says you cant do this I have done it for at least 20 of our stores and have not had one single issue. Until now?
 
try ndefaulting the config and seeing if it works.

or just power off, card out, power on for a bit, power off card in, power on. see if it picks it up

I will give that a try. I that doesnt work how do you ndefault the config ?

default it. i have a faulty keypad on my laptop lol.

I figured thats what you. However I have never defaulted an already built and configured system. Is it in Manager? File/Advanced/Erase Configuration(Default)?
