Are you using Outlook, outlook express or something else as your default mail program? Most versions of Outlook will automatically forward the attachment when your forward a message.
You must not fight too often with one enemy, or you will teach him all your tricks of war.
It has been my general experience that in order to forward an attachment, you have to save the attachment to the hard drive, and then attach it to the message you are forwarding, similar to attaching a file to any email.
I have yet to see a better way to handle this, and I have Outlook 2003.
