Emails sent from Ext source get NDR on Public folders only

I have setup a public folder for the HR dept here with the defaulted adress of hrdept@domain.com. I added an alias of info@domain.com which is a link off our website.

Now if I email either of these address from an internal computer the folder rec's the email. But when either of these addresses are used from an EXT sender I get an NDR. (The sender gets an NDR and the Exch msg tracking shows NDR)

The funny thing is I can move the info@domain.com to my mailbox and it arrives succesfully.

There must be something stopping routing a external email to a public folder?
 
Turns out the anonymous user needs create rights on the folder.

default rights are for internal domain users;
anonymous is for everyone else, including inbound Internet traffic.
