Email Signature in Outlook - ActiveX Issue

I have created an email signature in Word and saved it as an HTML file. When I apply it in Outlook and start a new email I get the following error message:

"One or more activeX controls could not be displayed because either:

1) Your current security settings prohibit running ActiveX controls on this page, or
2) You have blocked a publisher of one of the controls.

As a result, the page might not display correctly."

When I click OK the email page opens with a small box with a dot in it above the signature. I can delete this and continue.

Can anyone suggest what's going on and what I can do about it?

try re-creating the email signature; don't copy and paste just type it and see if that works
