Email in track not being sent

I am trying to send an email as part of a track. It evaluates that step and goes on to the next but does not send out and email.

Is there something I'm missing ?

Check the sending information. Try manually sending the e-mail in the same way. Is any error produced?

Yes the email can be sent manually by the user indicated in the track.

Here is how my track is set up:
Description: Send Newsletter
Event Type: preemtive
Sequesnce No: 1
Trigger On: immediate
NO trigger filter
Perform Action: E-mail Message
OPTIONS:
user: public
Template: newsletter
Merge for: selected user
User: editor
Recipient: primary address
File in history

Any suggestions as to what I am doing wrong?

Problem Solved.

I changed the track owner to public instead of the editor and the email was sent from the editor.
