Em password function

I have a Linux Base CS1000E Release 7.5. I am trying to access system passwords in Element Manager. When in EM under Security / Passwords the System passwords does not show up. The documentation staes the following:

The Element Manager Password function performs the same tasks as the PWD-related CLI
commands traditionally configured in LD 17.
Note:
The System Passwords link is applicable only to systems which have the radius
authentication turned off.
To access the password modification functions, click the Passwords > System Passwords.

My question is, how do you turn offf the radius authentication ?
 
The passwords in 7.5 are created in UCM, not in ld 17. The passwords in ld 17 are only used if your system becomes un joined from the security domain.
 
I unregisterd the system from the CLI in LD 117 and then tried to go to EM via UCM. I could not access EM because it says Central Auth is turned off. Back to my question, do you know why the system passwords function does not show up in EM. I do understand I can create passwords in LD 17 and in UCM but the system password function in EM was there because I entered one in there once but it now does not show up.I still don't understand the line saying " The System Passwords link is applicable only to systems which have the radius authentication turned off."
