Sometimes I get a high pip when lifting up handset when someone calls.

Anybody knows what it means? Maybe I need more gateways?

Only on ip-ext.

i would advise upgrading the ELU32 software to R5A ,update the IPphone software and install SP9 or SP10 this will cure the fault.We had a similar fault upgrading to R5A on the ELU32 sorted this.
 
question,

are you using automatic gatekeeper discovery?
if yes, does your network support multicasts?

if no, make sure you spread your extensions accross ALL gatekeepers (for IP addresses, check IPBOP:BPOS=ALL;)

as dbc44xx hinted, ask your service provider to upgrade your PBX to SP10, phones to R5D and ELU32 boards to R6A.
