elite 192 not ringing

Hello,
I have an NEC Elite 192 system that I just added an expansion cabinet to that contains the expansion card an ESI card, COID and a COI card. The ESI card is working fine but the COID lines will not ring on the phones. They blink when there is a call and you can call out on them but they will not ring. I have set them to ring day and night but they will not. So far I have pulled the card and reset them up and I also tried putting a line onto the COI card but it does not ring there either. Any help with this would be much appreciated.
 
If the line buttons on the sets are flahing red including MW lamp above the display..you might want to check 4-01 for day and 4-02 for night.Make sure your programming ringing on new C.O. cards.

If there flashing green including MW lamp...while there is an incoming call press the volume up key.
 
4-01 and 4-02 are all set. Where is the programing for a CO to ring found I have not seen that memory block.

This IS memory block 4-01 and 4-02. You probably do not have those lines "lit" in these commands. Go to MB 7-1 and go to the slot that those CO cards are in. Then look on the far right and this will be the first trunk number assigned to the card. Make sure this line key is lit in 4-01.
