Elevator Emergency Phone

I have a two line system. There is an emergency phone in the eleveator. I believe by code that the emergency phone has to have direct access to the trunk so I can't plug it into an analog port.

I have wired the phone into the trunk along with the phone system but that means that if someone picks up the phone they might be joining a conversation in progess. I am not sure this meets the code requirement.

I know some security systems also need direct access to the trunk. When they dial out to the monitoring service they will cut line to the phone system and make the call.

Does anyone know of a emergency cut-over device that will cut the line to the phone system so the emergency phone can have free access?
 
The ones they use for alarms are called RJ31X's. i have an elevator that hot dials a hunt group.
