I used a simple workaround - I copied the entire directory ".bcm" from my Windows 7 PC (the .bcm folder is located in the user directory) to a user directory of a Windows 8.1 PC. Then I created a shortcut to BEM and BCM Monitor on the W8.1 desktop. Based on my (limited) experience, BEM and BCM Monitor work without any problems.
I'm very surprised that it works by copying from PC to PC. There are entries in the registry that don't get copied this way. I've tried this and it didn't work.
It worked for me. You have to create the shortcut to BEM properly - specifically, the Target must be
[tt]C:\Users\<your user name>\.bcm\proxy_batch_exec.bat "C:\Users\<your user name>\.bcm\BEM\bin" run.bat[/tt]
and the Start in directory must be
[tt]C:\Users\<your user name>\.bcm[/tt]
