EFS Recovery Agent

I want to setup Microsoft EFS for my users and I am having trouble creating or adding a recovery agent. I keep getting a message that "The selected user has no certificates suitable for encrypted file system recovery and cannot be added as a recovery agent. Select another user." The user I am selecting is a "Domain Administrator".

Has anyone successfuly implemeted EFS and recovery agents for the domain?
