I have Illustrator CS2, but don´t have any effects and filters, if more exactly - Photoshop Effects and Photoshop Filters. Why?

Do you mean you can't see them at all, or are they grayed out? If your document color mode is RGB, you should have all the filters and effects available. If your document color mode is CMYK, the majority of filters and a lot of effects won't work.

If the filters and effects are not showing up, try locating the aiprefs file (search your system, enable system and hidden file search, type in aiprefs <exactly like that. Do this when Illustrator is not running. Delete the file. Fire up Illustrator, and a new aiprefs file will be built next time you exit. It stores palette locations, memory usage, and all kinds of preferences, but it also tends to corrupt, causing odd mishaps. It may be looking in the wrong location for the plugins, that kinda stuff.

Thank you, it´s realy showing if is the document color mode is RGB, *.bmp. Because are they grayed out if a document color mode is CMYK.
 
I wrong, if the document color mode is RGB i can see all effects but don¨t see filters(are they grayed out )?!!!

Filters only work on raster images (that you can place into an Illustrator document), and the effects pretty much duplicate the filters, only they are used on "live" vector objects. If you don't have raster images in your doc, you really don't need the filters.
