Yes, it can. It was a pretty simple tool. You open it, and drop point to a file or drop a file on the FirstPass window and it either displayed 'COMPLIANT' or it had a summary of issues. It did not produce log files or acks of any sort... Also, it only performed level 1 (structural) validation. It was not something we ever look at trying to automate. We found a couple of bugs in it but I think they were resolved in a later release.
The last time I was at the free testing sites they did not offer a validation for 834s. We use the collaborative site when a trading partner requires it. They perform up to a level 6 validation but they also report erronious errors. For example in 835 trasnactions it looses track of LX counts as they relate to ST loops and end up reporting a compliance issue.
Most of the major EDI/X12 players have some sort of validation tool but typically they are going to be more that 2K.
Today we use the old Mercator type trees for EDI/X12 validation. Have no idea what IBM wants for it now but would guess its more that 6K
