Yes it is cell minutes. The system had to call the mobile number so you incur the call charge. It just so happens that you can answer the call on your desk phone as well.
If the call rings your deskphone and your cell phone and you answer it on your deskphone, your cell stops ringing. This wouldn't cost you anything as you didn't answer the call on your cell.
If you answer the call on the cell phone then you are using the cell minutes. If you answer the call on the desk phone then no cell minutes are used. If you start the call on the cell phone and then pick it up on the desk phone the cell minutes stop getting used once you press end on the cell phone. If you extend the call from your desk phone to your cell phone then cell minutes will be used once you answer the call on the cell phone.
