How do I see the feature access codes for Merlin either using winSPM or connecting via standard SPM
 
you will not see a feature code list using spm/winspm. consult the feature reference document. feature codes are assigned at the factory.

There is a list of what's available beginning at the bottom of page 4-6 (Adobe page 868/1078) in
You can see in the listing, for example, that *33 is the code used to program a Forward button. However, manually dialing *33 (or pressing the [FEATURE] button and then dialing 33) all activates the Forward feature. The codes listed on these pages are the closest thing to a having a list of FACs for the Legend/Magix.

You'll also find that if you do a printout of an extension (SysProg, Start, More, Print, More, Extension Info), you'll see the programming code, feature name and status associated with each button.
