Is there a way to set this up without getting Communicator involved?

Oh, BTW, there will be a fifth phone, which will be s supervisor, should be able to monitor calls, record calls, speak to agents without caller hearning him, etc.

You would use a Workgroup for the agents. They then can have log in and out button on their phone and will not need to use Communicator. But you need the Workgroup agent licenses.
 
If the agents don't need to log in and out you don't need the workgroup agent licenses.
 
only issue with that is that calls will still come through the workgroup to the agents even if they are on DND/out of office etc....

It's not getting any smarter out there. You have to come to terms with stupidity, and make it work for you.
