We have the CS1000, version 5.5. I know some stuff about the E911 and what it is supposed to do. However I am wondering if it is necessary to purchase additional software, or are we able to send E911 information to emergency personnel (fire station/police) just through programming of the switch ourselves?
 
you need to subscribe to e-911 service. Then you set up a database with them, and send set specific caller ID out from the sets that need specific 911 data. you can pay a lot of money and get a big database that you can manage, or a small solution for less money that is what I use because I only need a few sets out in a warehouse to use this. I just send my telco the info I need associated with what number. I am aloud to update it once a year without additional cost.

 
How do I subscribe to e-911 service - with ATT? This part is the confusing part to me - wondering if we can just program our system to send the required information to emergency authorities? Or do we need a company such as Amcom or Redsky - or can we just do this ourselves just by programming our switch? (sorry - is a little confusing :))
 
Our CLEC will let us have 20 numbers that they will manage for us in the PS/ALI database - we would not be allowed to make change very often without incurring a fee. For us that would get E911 to the building. We could subscribe to a service that would give us control over our portion of the PS/ALI database - I could enter each of our DIDs and assigned them to a specific location (building and office/apartment/dorm room).

At this time no governmental agency is requiring us to be E911 compliant. The advantage is the cost savings the disadvantage is all hang up 911 calls end up showing my building and office (slightly exaggerated)

In today's environment, you cannot 'send' any information with the E911 call to the PSAP other than your Caller ID. The information that is displayed to the 911 call taker is information in a database that is extracted based on the CLID they receive. SO this information must be pre-programmed in the 911 database. This actually is the service you purchase from your LEC. Once the records are published, then it is just a matter of sending a specific caller ID with the call for the station or zone within your building that will trigger the appropriate record to be displayed to the call taker.

If I understand what you are asking on the simple level, you need to program ESA in your switch, them you can dial 911 directly. As Fletch said, your LEC provides the E911 center with your location info. It looks like there is an ESA video in Fletch's links he provided.

What I really wanted to know - was if we had to contract a third party - such as Amcom - to implement the E911. From all the information I have been reading, it looks as if we can implement this by configuring our switch correctly - and contracting with AT&T for a 9-1-1 solution. We have the CS1000 Version 5.5 which is E911 capable - so I am wondering why I have heard in the past that we needed that third party, whether it be Amcom, Redsky, etc. Looks like all we need is a properly configured switch and AT&T, correct?

I hope that made sense :)

The answer to that is NO. Those applications will assist you in programming and maintining your database at the LEC, and they my provide value to you, but they are not required. More people are using zone based E911 with local on site notification. This eliminates the constant updates to the LEC when stations move. Instead of tyring to chase each individual record at the LEC, you assign static numbers to zopnes in the building, and then send that number for E911 calls for phones in the area. When a phone moves, it send a different number, which is already pre-provisioned in the LEC database.

There are many ways of addressing your E911 strategy. We have made great strides to include as much functionality in the call server as possible to minimize costly adjunts. E911 does not have to be complex or complicated, and a little but of planning goes a long way towards building an onboard E911 solution that is both affordable and functional.

Nortel911PLM Thank you for your invaluable posts - this answers my question.

This is rather difficult as we have TDS for our Vendor - and Avaya is buying them out (from my understanding) - now we are searching for another vendor before September. It is painstaking to get answers when everyone you call is looking for a job :)
 
No problem, glad to help. E911 is a topic that only a few folks really understand well, and it is also one that is widely misunderstood and full of rumors on how people *think* it works.

Many are shocked to find out it is as simple as it really is, and the limitations in today's E911 infrastructure. Next Generation 911 networks are being built in many states, and once SIP trunking is a standard deployment, we as manufacturers can start exploiting th epower of the data network with device discovery and actual data transmission to the PSAP like maps, or medical records if I as a user deciode to 'opt-in' for that.

Today, it's just caller ID and look ups over an archaic low speed data network to a carrier based database that may or may not be correct or appropriate for the caller. If you have any other questions, or want to run something past me, I'd be happy to help.
