I want to use a VOIP phone running out of our main switch to an outside faciltiy but I want the 911 information to show the correct address of that facility. From what i have read I think this is done in Element Manager but do I need to purchase anything else or do I need to contact the 911 office? We are using the nortel cs1000 with telephony manager 3.2. If anyone has a proven walk thru to acheive this I would greatly appreciate it.

You will most likely have to purchase a 3rd party app to support multiple locations using VOIP.

Unless your PSAP allows you change service addresses for your DID's (most PSAPs do NOT).

It all comes down to the Selective Router that services the E911 in your infrastructure. See
If you are serviced by the Selective Router at the remote location of the phone and your call server, then it is a simple method of adjusting the address associated with the DN of the set with the proper address or another number that already is listed at that address.

The ESA CLID that is sent can be different than normal CLID and can be a simple as a CLID table change to that set, or an advanced CLID setup with Automatic Location Discovery. See:
There are 2 videos I recently produced that deal with a similar situation as yours, although the one I lay out is a bit larger scale.

There are several other videos that are there that may be of educational value. Search YouTube for Nortel E911 for a full list.
