The database is a 'product' marketed by the ILEC in your area. It's a separate service. All the PRI does is transmit a number that is specific to a telephone set. If you want E911 that is multi-building or multi-floor, you will have to contact the ILEC an purchase the PS/ALI product that they offer. This will include either software or a web interface to do the DID-to-location updates, and usually a per DID charge to support the service.
