e3022 no valid destination

When trying to restore the Priv(and/or pub) of an Infostore Backup to a test machine, I keep getting this error. This is part of our disaster recovery plans.

"E3022 no valid destination"

What makes a machine a valid destination?
 
I have seem this problem before.

1. Either you specify on the destination pane to be specific down to the drive level or

2. If you are trying to restore a database make sure you have the right database agent installed on the target server.

I am reading that the exchange server must have the same organization and site name. What about IP address or other variables(security), etc.
