The service provider has provided 30 channels.

Which country is this located in?
What does the service provider say? Do they have the same settings on their side? Do they see the link going up or down when you connect/disconnect the PRI to the PBX?

The service provider say that L3 problem and no available channels on it.
Do they have the same settings on their side?
Yes, I hope so, but can't sure.
Do they see the link going up or down when you connect/disconnect the PRI to the PBX?
