E1 outbound dialing issue

Hi all, we have customer with Avaya CM, 5.2.1 (s8730s main) with a g450/s8300D LSP located in Phillipines. 2 E1s configured in this LSP location, experiencing outbound dialing issue on 2nd E1. Trunk group is configured and in service, Sig group is configured and in service. Inbound calls are routing properly, but getting wave-off after dialing any number of second E1 to test. They're dialing TAC code, and that provides secondary tone. I have pub-unknown set up for the stations in that site to outpulse the number provided from local carrier. It is set up just like 1st E1, and calls work properly inbound.outbound on first E1. I did also put trunk group into existing route patterns to test, and same result as dialing TAC code.

Call trace shows denial event 1183 call rejected in list trace when testing any outbound call.. We've also requested that the local site folks open up ticket with the local carrier. I just wanted to see if any thoughts at all here could spark something else to try. Thanks for any assistance.
