Dynamic charts (graphs) - what's the best approach?

I am running Perl and MySQL and want to create dynamic charts (All different types) and was wondering what do you recommend.

I was wondering what is the recommended approach to create "Graphs/Charts". By Dynamic, I wanted to option to showcase based on different options i.e Bar, Pie, Line...etc

Where are these "dynamic charts" to be created?

Are you, perhaps, building a web page using Perl and/or PHP and want it to include a "dynamic chart"?

Where and how are these "different options i.e Bar, Pie, Line..." to be specified?
