DVD-RAM WRITE PROTECTED 1

I have a new HP Pavilion Computer the came with a CD/DVD reader and a CD/dvd writer. The writer didn't accept cartridges, and seeing as how I have numerous DVD-RAM cartridges, I bought a Panasonic LF-M821 multi format drive and installed it in a firewire exterior enclosure. When I installed the driver for the Panasonic, it wound up in the E drive which is the internal CD/DVD writer drive. When I access the External M drive and try to access the DVD-RAM driver it only shows access to the E drive with no way to access the M drive. Anyone have any Ideas how to correct this?

I don't believe that I said there was no physical tab on the cartridges. What I meant to say was that the physical tab was in the correct position.

This is a brand new drive, and I am sure the tab is in the correct position, ie, I have tried it in both positions. I am also able to burn/format erase DVD disks that are not in cartridges. I may buy a few new ones to see if they work on new ones. I am just trying to save money on these disks as I have quite a few, and they are not cheap.
 
I see only one thing you haven't said you have tried - removing all your CD/DVD devices and re-installing them and testing them 1 at a time. Remove them using device manager before you disconnect them.

As it brand new though - maybe its faulty?
