Dual Monitor issues

I am trying to hook up two monitors to a dual head ATI Radeon 9700, but the secondary monitor is always too dark even with the contrast and brightness at 100%. It gets darker whenever there is more white or light colored windows or pictures on the secondary screen. I have no idea what the problem is. Other than the darkness issue it works fine.
 
What kind of monitors? Tried switching? Same resolution on each? Need more info.
 
They are both old monitors. The primary one is a 17" MicroScan which is always very charged with static for some reason, and the other is a 15" Asus which is never stactic charged. I tried swiching the primary monitor but it made no difference.
 
With the latest Catalyst drivers, can you set the boards internal brightness and contrast settings independently for both displays?


 
No I cant. I cant even set internal brightness and contrast for one monitor.
