Someone told me that in order to upgrade to a dual processor CPU the operating needs to be reinstalled. Is it true.
 
The easiest way would be to reinstall the OS, however according to microsoft, you should be able to install a new HAL(hardware abstraction layer). One that can use the dual processor config, and that should work just as well. As far as actually doing...dont ask....ive never done it and probably never will.

after you install the second CPU, go into Device manager\Computer, and change the driver from Uniprocessor to Multiprocessor.
 
Brontosaurus is spot on. I've done this upgrade dozens of times, and it works a treat.

Many people forget, however, that to make the 2nd processor work you also require a VRM...
