Dual CPU system showing up as a Single

I had a power supply die on me and when I replaced it, it is disabled. I do a stat CPU and it tells me that
CPU 1 16 pass -- ENBL
Single
Disk Stat = Redundant Ready
Health = 20
Version = July 18, 2005, 04:14:02
Side = 1, Dram size = 512 Mbytes

CPU 0 16 DSBL: Not responding.

This is a CS1K rls 4.5 system. It has always been a dual CPU (2 core system). How do I get it back to being a 2 CPU system?

It says that CPU 0 is disabled not responding, what state is it in physically are there lights on it, can you plug into the TTY0 on the card what's it doing?
 
There are the 4 green alarm lights. A red light on the "Sys Util" card. On the CP PIV card, I have a green power light and a green CF light. On the active CPU there is a displayed message of 6F SCG 1. Not sure what that means.

I would do the following...

-Verify activity on disabled CP with laptop on J25 console. Likely none...
-Verify crossover cable between core's
-LD 135 "split" on active side if it will let you.
-If you cant "split" the CP's, unplug the LAN connection temporarily while you work on the offline side. Leave the crossover between the cp's...

-reboot offline CP with reset button or reset CP card if that doesn't work.
-observe boot and hopefully it will come up and sync with the active CP.

Depending on the results, you may be able to just reconnect the LAN cable OR troubleshoot hardware/software further.
