Can you script a DTS package to reinstall on a new version of SQL

YES ... somewhat. You can save the DTS package in several formats. Your can even save them from the Old Server to the New Server if the newer version of SQL Server is to be installed on a new system.

I decided to backup the database and then restore it...I am thinking that is my best bet. We are using the same server so installing the new version and then transfering is not going to work. Thanks...

When you say "backing up", you mean the MSDB database ... Correct?
