DTMF and DT phones

Has anybody encountered the following:
I have a site IP403DT 2.0(16)
2x DT16 2.0(16)
1x pots8 2.0(16)
VMpro 2.0(16)
When you make a call from a dt phone say to an external Auto Attendant or to a number that requires you to send DTMF tones on some occasions when you press a digit you cannot hear the DTMF tones only if you press the PROGRAM button then the required digit will it be heard an sent.

The system usualy only sends DTMF to outbound calls, inbound calls do not recived DTMF because the system will assume you are trying to use the dial ahead feature.
pressing programm overides this function & sends DTMF if required.

If you are haveing dificulty Dialing DTMF to an outbound call then I suspect somthing is fooling the system into thinking you are on an inbound call, I have seen call recording do this on an INDeX switch but have not actualy tested on an IPO
