DSC Error Routing

I programmed a DID as a "DSC" steering code that routes calls to a PRI that ultimately termintaes to a Fax Server.
If all channels on the Fax Server PRI are busy on a call, the next call that comes in gets reorder tone rather than a standard busy tone. When this happens, the call routes to our attendant console.
Our PBX is setup to route unused DID numbers to our attendant console. I know there is a way to stop that however we want to keep that function in place. However, on this one particular Fax Server DID we would like it to give the calling fax a standard busy so the calling fax will simply hang up and try again.
Is it possible to do this for a single DID number?

This looks like a global change.
I only want to change it for one specific DID number and let the rest as is.
Do you think that is doable?
 
I tried changing CONG to bsy and is all the cahnnels on the fax server are busy, it still routes to the attendant console.
Not sure what is happening here. At this point, I don't care if the change is global or not.
 
Does anyone know which intercept treatment is responsible for trunk to trunk calls?
