DS16B - buttons not working on phones

I installed a DS16B on a IPO running 9.1.11. I tested the unit with a T7316e. The issue is only some of the buttons are being mapped to the phone. I have the first 16 (LCD) buttons set up as the usual CA, park, DSS etc. Buttons 17-24 (non LCD) work on the deskset as assigned. But none of the first 16 buttons are correct. They seem to have some kind of default buttons which I have not defined. The USER section shows the buttons assigned to that extension and user but they do not appear on the phone.
 
When you first plug in a Nortel phone, the IPO will automatically assign buttons to the phone whether they are programmed in Manager or not. These will override your programming. There is a NoUser source code to stop this from happening I believe. When I’m dealing with these phones, I typically connect the phones first, then pull a new config, then program the buttons. They will then override the default buttons. You can feature*1 the buttons with distinct numbers, then pull a new config to see where the buttons line up on the phone.
 
I found the button number layout. So you start with a clean config and then you program the buttons on the phone itself? I guess I am not following your instructions.
 
Sometimes the buttons don't take when you assign them via User Profile and manually copying them into the users does the trick.

OK I will try that. But it sure is a lot of work. I have never gotten cut and paste to work across multiple user profiles. Just to verify, you meant assigning them through user rights does not always work, right? But through user profile/button programming does?
