This can be a tough question. It is all based on usage. You can technically have up to 10 T1's in one port network. The problem is that's all you can have in it if you have high call volume. You can have 240 conversations(approximately) at any given time. So the idea is to load balance your system so the stations in a port network try to access the T1's in the same PN. If your running a call center you may want to have around 6 T1's in each PN. We have a fair size system and have no problems with this type of setup.

This is pretty much what I thought as we currently use 7 ds1's per port network but i was just looking for confirmation because as usual i couldn't find anything on the avaya site!!!
The answer is 10-DS1's per PN and no more or maybe one less for a call center environment. I know this because we just added 5-new PN’s to consolidate all trunking in to our data center.
