DS-1 LINK PERFORMANCE MEASUREMENTS DETAILED Definition?

I have two site both with DS-1s from the same carrier. However, when I run a Link Performance measurement, I get different readings for the UAS/FS & CSS. One location has "0" (zeros) under these headings and the other system has "N/A".

I looked up and found the following definition:

"Unavailable/Failed Seconds. The number of seconds the link is in the failed seconds state for the specified interval (maximum of 900). A failed second state exists any time 10 or more consecutive
severely-errored seconds occur. N/A indicates the count for that
interval is not available."

My question is; why would one DS1 be "not available" while the other is? Could i be missing a setting somewhere?

Just to clarify: This is a point-to-point circuit that connects a remote EPN/Gateway back to the central site?

As far as the measurements go, the system is only looking at data received. It does not/cannot monitor the data being sent.

The system that shows the N/A is a gateway off of a host. Why would I get N/A from the host? Is there a setting on the host?
