drop downs from slices

I am in way over my head. I am a GIS tech who has been assigned the creation of a web page. What we want to do is have a large image as part of our home page, and when the cursor is over certain areas of the page we would like to have appropriate drop-down menus appear which would then be linked to other pages. I do have access to someone who can write scripts for things, but I don't know how proceed once I have slices. Also a file I want to use won't open in ImageReady. It says the file is locked. What the heck is that about? I created the file myself in Illustrator.
