Drop Down Menus without Clicking on them

How would I create a drop down menu in which the menu dropped down without the user having to click on it and without having to use Javascript|?

All help appreciated

[tt]It is called a "Jump Menu" and you have to use JavaScript due to it being Client Side code.

Sorry, I didn't mean a scroll down list or a pull-down pick list. I meant if, for example, I had a list of links at the side of my page, and the cursor went over them, a menu would appear with a breakdown of what else was on the page and you could select one of the options and go to it.

I think what I'm thinking of probably takes more graphics (and javascript) than a jump table in Dreamweaver, I was wondering if there were any tips on making something like this more straightforward.
