You don't.
You need to make the dropdown action using a scripting language such as javascript etc.
You can however make the images you want to use etc in either PS or AI.

No, it doesn't.
Try searching google for "cascading menu" and then you can get the code you need, then simply add in your images for the dropdowns. It's very easy to do.

I found a handly little app that helps you to easily create cascading or drop down menus without knowing Javascript and it's very cheap - AllWebMenus:
You don't need to know javascript to have a dropdown menu - you just need a good code source. There are many free ones out there. I'll find the link to the one I use and post it for you once I find it. It's free and very easy to use and configure.
