drop down and sideways menu 1

Is the script used by Foxnews.com on the dropdown menu for "TODAY'S TOP STORIES", "OPINION", etc. proprietary?

I have seen others, but they have only one additional menu rather than 2.

I would like to know if there is one that I can find somewhere that I can use. I do not know enough javascript to write one. I will be able to figure it out.
